"Russia welcomed back to G7 under Trump peace plan

Russia will be freed from Western sanctions, rejoin the G7 and take back the majority of its frozen assets under Donald Trump’s peace plan for Ukraine, The Telegraph can reveal.

The controversial 28-point plan to end the war has been drawn up by American and Russian officials in secret in recent weeks.

It would hamstring Ukraine militarily by halving the size of its army, banning the country from owning long-range missiles and shutting down its most effective fighting units as the price for peace.

Vladimir Putin will walk away with full ownership over the Donbas regions of Donetsk and Luhansk, as well as international recognition of his long-term occupation of Crimea, the peninsula he annexed in 2014.

The Russian president will also be welcomed back into the G7, making it the G8, see all Western sanctions against his country lifted and be given an economic boost in the shape of an Arctic exploration deal with the US.

Sources in Kyiv are heavily critical of Ukraine’s Western partners, especially Britain, for not coming out in force to condemn the proposal, negotiated by Steve Witkoff, the US presidential envoy, and Kirill Dmitriev, his Russian counterpart...

Karoline Leavitt, the White House press secretary, said during a briefing that the proposal had been quietly in the works over the past month by US Secretary of State Marco Rubio and Mr Witkoff, with Mr Trump’s support.

“It’s a good plan for both Russia and Ukraine, and we believe that it should be acceptable to both sides,” she said.

On Thursday, European states, led by France, accused the US president of trying to force Kyiv to “capitulate” to Russia with his latest ceasefire proposal...

Under the agreement, Russia will be handed back roughly two-thirds of the €300bn (£265bn) in frozen assets seized worldwide.

The remaining €100bn will used for rebuilding projects across war-ravaged Ukraine. The US will take half the profits from these projects.

“The remainder of the frozen Russian funds will be invested in a separate US-Russian investment vehicle that will implement joint projects in specific areas. This fund will be aimed at strengthening relations and increasing common interests to create a strong incentive not to return to conflict,” the proposal states.

“Crimea, Luhansk and Donetsk will be recognised as de facto Russian, including by the United States.

“Kherson and Zaporizhzhia will be frozen along the line of contact, which will mean de facto recognition along the line of contact.”

The proposal prevents Ukraine from any attempt to reclaim these territories by military force after any ceasefire.

In the mineral-rich Donbas, Ukrainian troops will be expected to withdraw from the Donbas territories they control, which will then become a demilitarised zone.

“After agreeing on future territorial arrangements, both the Russian Federation and Ukraine undertake not to change these arrangements by force. Any security guarantees will not apply in the event of a breach of this commitment,” the plan states.

The Zaporizhzhia nuclear power plant will be relaunched under the supervision of the UN and provide half of its supply to Ukraine and the rest to Russia.

To defend itself, Ukraine will be forced to limit its armed forces to a size of 600,000 and not be allowed missiles capable of hitting St Petersburg or Moscow.

It will be handed yet unspecified security guarantees, but not be permitted to station Nato troops from the UK-led coalition of the willing on its territory.

Foreign fighter jets supporting Ukraine will be stationed in Poland.

“If Russia invades Ukraine, in addition to a decisive coordinated military response, all global sanctions will be reinstated, recognition of the new territory and all other benefits of this deal will be revoked,” the proposal states.

The EU will be told to fast-track Ukraine’s membership application, but there is no mention of the country joining Nato.

Despite the publication of the peace plan, Moscow showed no sign of stopping its relentless attacks on Ukrainian civilians. A Russian strike in Zaporizhzhia on Thursday night killed at least five people and injured at least three more, the region’s governor said."
