Ukraine was not allowed to participate in the development of the plan in order not to delay the process, the Americans say.
The United States has threatened Ukraine with worsening the terms of its peace agreement with Russia if Kyiv does not agree to the current 28-point proposal, The Guardian reported, citing informed sources.
Yesterday, after a conversation with President Zelenskyy and a call from the White House, US Army Secretary Dan Driscoll, who unexpectedly became the peace agreement negotiator, held a briefing for NATO ambassadors in Kyiv.

Europe is concerned that the US and Russia quietly developed this "peace plan" behind Ukraine's back and are now presenting it to Kyiv as a done deal. Driscoll justified this approach by saying it makes the process more manageable.
"President Trump wants peace now. The more cooks in the kitchen, the harder it is to achieve," he said, according to a source present at the meeting.
Meanwhile, US Chargé d'Affaires in Kyiv, Julie Davis, who was also present at the meeting, told European diplomats that although the terms of the agreement are harsh for Ukraine, Kyiv has no choice but to agree to them or face even worse conditions in the future.
"This won't make the agreement better; it will make it worse," she said."
