From the Dialog, Sep 28:
"Osechkin proposed a multi-move strategy involving Ukraine that would help end the war: "Enough"
Vladimir Osechkin revealed the essence of his proposal, the implementation of which will help Ukraine win: "I believe that the funds frozen by the Putin regime in Europe and the United States should be recovered and sent to Ukraine, with partial compensation for the damage and harm caused by Russia being sought through the courts. Ukraine should be given the opportunity to use these rather large sums of money (it's a gigantic sum) to purchase modern weapons—weapons that Kyiv, the Ukrainian leadership, and the Ukrainian Armed Forces deem sufficient and necessary to defend their territories, including air defense systems, including missiles that can attack enemy military installations on their territory."...
"I can't say how they will be used and whether they will be Tomahawks or some other variant of these missiles. I'm not a military expert or analyst. As a human rights activist, I believe international law should be applied. Ukraine should have two options. First, the civilized world as widely as possible should help do everything possible to ensure that the damage caused by this war is repaired as quickly as possible. The dead cannot be brought back. This is obvious, but financial resources can be provided. Second, the constant arm-twisting against Ukraine—giving it one thing but withholding another, announcing something but delivering it in a year and a half or two—must stop," the human rights activist expressed his view.
After this, Vladimir Osechkin indignantly added: "Stop dumping all this old junk and trash, decommissioned or half-decommissioned, on Ukraine. Ukraine needs to be armed with modern weapons in sufficient quantities to defend its territory and to destroy the very objects from which Ukraine is being attacked and civilians are being killed. This is what is important and must be done from the standpoint of justice and international law.""
