These were the words of Putin's press secretary Dmitriy Peskov. After each attack murdering Ukrainian civilians, Putin's administration issues such gleeful statements. In fact, because Russia's war is genocidal, civilian Ukrainians, including babies, are legitimate military targets for the Russians.
