From the Dialog, Sep 30:
"[Ukrainian journalist] Vitaly Portnikov stated that missiles can only instill fear in the Kremlin when they are actually transferred to Ukraine. He expressed his view on the situation: since there have been no real actions toward transferring Tomahawk missiles to Ukraine, Putin won't be intimidated by talk and promises.
"Putin is actually carrying out his threats. He doesn't stop at words, while Trump, at least until now, has limited himself to verbal threats. Putin may simply not be intimidated by the Tomahawk missiles which exist solely in interviews with J.D. Vance and Keith Kellogg, because in reality, these missiles will not be transferred to Ukraine, and Ukraine will not receive permission to use them on Russian territory.""
